Overview
The RADM Michael Fellowship provides funding for continuing education of junior officers serving in the USPHS Commissioned Corps. The program is currently limited to programs offered by the University of Maryland School of Public Health.
The Foundation pays for tuition and fees associated with a few, but not all, of the courses offered in the following programs.
o Certificate in Global Health - four 3-credit courses
o Certificate in Principles of Public Health - 14 credits
o Master of Public Health (MPH) - 45 credits; concentrations in Behavioral and Community Health, Biostatistics, Epidemiology, Environmental Health Sciences, Health Equity, Health Policy Analysis and Evaluation, Physical Activity, Public Health Practice and Policy (online)
o Master of Health Administration (MHA) - 45 credits

Eligibility
Any O-4 (LCDR) and below of the USPHS Commissioned Corps who is also a dues-paying member of the Commissioned Officers Association of the USPHS (COA). You must be O-4 and below at the time of applying.

Costs
The Foundation agrees to fund three or four 3-credit courses per Fellow. Our agreement with the University of Maryland provides tuition at the in-state rate, regardless of whether Fellows are Maryland residents. In 2019, the cost of tuition and fees is approximately $3,000 per course.
Each Fellow would be responsible for covering the cost not paid by the Foundation. We suggest using some of your Post-9/11 GI Bill benefits.

Application Process
Applicants must submit a current resume or CV and a one or two-page letter explaining why you should receive funding and how you would use the continuing education to advance public health. Applicants must also include transcripts (unofficial are permitted) from institutions which awarded previous degrees and their COA membership number.
You only need to apply once. You must start the courses within two semesters of being accepted as a Fellow. We don't want people to delay too long and we need to budget accordingly.

RADM Jerrold M. Michael
The Foundation established the RADM Michael Fellowship to honor the late Rear Admiral Jerrold M. Michael, an engineer officer who was a lifelong advocate for improved public health education.
The devotion RADM Michael had for both the USPHS Commissioned Corps and academia is legendary. Following his 20-year career in the United States Public Heath Service as an engineer officer, where he retired as an Assistant Surgeon General, RADM Michael served as Dean of the School of Public Health at the University of Hawaii from 1972 to 1992 and continued as Professor of Public Health through 1995. He later served as Emeritus Professor at the University of Hawaii and as an Adjunct Professor of Global Health at the Milken Institute School of Public Health, The George Washington University.
